The decision in one question
Will the table be rained on? If yes, outdoor, and accept the bounce. If no, indoor, and do not pay the outdoor premium for weather resistance you will never use. There is no third answer, and no amount of covering converts one into the other.

The garage case
Garages are where this decision gets genuinely interesting, because a garage is indoors in the sense that matters (no rain) and outdoors in the sense that matters second (no climate control).
The rule: a dry unheated garage takes an indoor table; a damp one does not. Damp means visible condensation on the slab, musty smell, or standing water after rain. The failure mode in a damp garage is slow swelling at the panel edges over a couple of years, and it is irreversible.
A cheap hygrometer settles the question in a week. Below about 60 per cent relative humidity consistently, buy indoor. Above it, either fix the garage with a dehumidifier or buy outdoor. The full garage case is here.

What outdoor tables get right
Two things, genuinely. The hardware is better - galvanized or coated fittings that do not seize, which a lot of indoor tables would benefit from. And the tops do not care about spilt drinks, dust, kids or a leaking roof. In a chaotic household an outdoor table in a garage is a defensible choice for durability alone, as long as you know you are trading bounce for it.
