When you know exactly which games the cabinet is for, a genre cabinet beats a general one.

What actually decides it for most people
The specific games. A cabinet with the four games you have genuinely wanted since you were twelve will get played every week. A cabinet with four hundred games including those four will get played about as often, after some browsing. If a particular title matters to you, let that choose the cabinet - the rest of the comparison is secondary.
