Pool Table Light Height
Thirty to thirty-six inches above the cloth. Measured from the cloth, not the floor - and that distinction decides whether your basement works.

The number, and what it is measured from
A pool table light hangs 30 to 36 inches above the playing surface. Not above the floor, not below the ceiling - above the cloth.
Converting that to floor height: a pool table stands around 2 feet 7 inches (31 inches). So:

Why 30 to 36 inches
Below 30 inches, the fixture enters the eyeline of anyone bent over the table shooting the length of it. You end up looking at the shade rather than the object ball, and tall players bump it.
Above 36 inches, the pools of light from each shade spread and overlap into general illumination. Edge definition softens, the shadows that help you judge a ball against a cushion disappear, and the table stops being lit specifically.
Between those two, the light is focused on the surface, the pools from a three-shade fixture overlap evenly, and the fixture is above the sightline from a shooting stance.
Under a low ceiling
Below about 7 feet 6 inches, a hanging fixture at the correct drop puts the shades at head height for anyone standing beside the table. The answer is not to hang it higher - that just makes it room lighting - but to change fixture type.
- A flat linear LED mounted tight to the ceiling. Even along its length, nothing to hit, and the correct answer in most low basements.
- Recessed or semi-flush fixtures in a line along the table's centreline, which approximates a three-shade layout without the drop.
- Track lighting aimed down at the table, which gives you adjustability without a hanging fixture.
- Not a single flush ceiling light in the middle of the room, which lights everything evenly and the table not at all.

Centering the fixture
- The fixture centers over the playing surface's center, which is not necessarily the room's center.
- On a three-shade bar, the outer shades should sit roughly over the second diamonds, which is what gives even coverage end to end.
- Align the bar with the table's long axis. A fixture rotated even slightly reads as wrong from every angle.
- Fix the ceiling box before the table arrives if you can - marking the center with the table in place is far harder than it sounds.

The uniform-light requirement of 520 lux across the playing surface is the World Pool-Billiard Association's published specification. The 30 to 36 inch hanging band is the conventional fitting height; the sightline reasoning is geometry you can check at your own table.
